This is my guess as to what the look means: I think the bear is assessing the disturbance as he knows we are floating in the area and I am sure he hears the shutters clicking as we take our photos....but he is maintaining his cool by not committing to have a look our way. Bottom line is that he determines we are nothing to worry about.
